This is the second stage of the Sentinel-1D rocket tumbling back to earth and expending what is left of its fuel. It is from a launch from Kourou, French Guiana at 16:02 EDT this afternoon.

It also seems that a real fireball occurred during the visibility of the rocket reentry which may be the reason for all the observations with shorter durations.
