I saw this with about 20 to 25 other scientists who were sitting on a rooftop deck of the Refuge Inn in Chincoteague, VA. We had just finished our banquet for the Annual AERS Conference. We all witnessed this. Very impressive. I hope this has been of some help.

Remarks
Not sure if what I saw would be classified as a flash. It was brief. 1 to 2 seconds. It did get brighter and then 3 or 4 fragments appeared which quickly slowly glowing and disappeared from view.
